They voted against the legislation which included disaster relief. It doesn't matter if it's new spending or old spending. They voted against disaster relief. Not some legislation to name a post office.

It means that disaster relief wasn't as important as scoring political points against pork. Pork which would have ended up in another spending bill that was more to their liking anyways.
