I am in Brussells. Sadly I left my Kindle on the train so I was looking for something to read, In the dining room of my discount Marriott I noticed a stack of newspapers so I walked over and picked one up. What did I find? A USA Today International with 16 pages and one full page ad.

USA Today can not be making money. How in hell can Gannett publish a vanity product like that given the problems that company confronts? Economically stupid. And that ax loyal staffers to cover the losses. So the have also managed to be morally corrupt at the same time.

Is it published by Gannett, or does it just license the name/content to another party?

I think it was Gannett. It was using all USA Today material. There was no shared material I aw and no reference to anyone else.
