    I have no idea. But, best as I can tell, he lived in New York during the Clinton administration, and was unlikely to have his kids go to school with the child of a top NASA administrator.

    From where he was employed.

    From the fact that he wasn't a D.C. guy, or someone who had worked for the Bush campaign, when he was offered an administration job.
