    That's not the argument. I acknowledge that there are cases that are pretty open and shut. The problem is that is is practically impossible to design a system in which only those cases receive the death penalty.

    I know Malcolm Gladwell pointed to studies in one of his books that lone officers tend to be more carful because they don't have the sense of security. They have to wait for backup, proceed more carefully and aren't as cavalier.

    If that's not the reason, some light Googling says its much more expensive without a huge amount of benefit.
