Probably a total non-starter, but in an attempt to think outside the box, why not have some intentional overlap, particularly in years where the Rose isn't a playoff bowl?

For example, this year, we could do:
Peach: 1 p.m. kick on ESPN
Rose: 5 p.m. kick on ABC
Fiesta: 8:15 p.m. kick on ESPN

Ever since the new TV deal finally pulled the Rose Bowl off network TV, I see people bitch about it (Ironically enough, the GD Foster Farms Bowl was on network TV in primetime and had a 20-minute postgame show, and it was Indiana-Utah). Put it back on ABC, play up the tradition angle. Particularly if you have a matchup that lacks major crossover appeal, the audience can jump to the WWL in time for the main event, but it's unlikely that someone is going to be so married to the finish of the Rose Bowl that they miss the first quarter of a team they care about or vice-versa. I mean, hell, under the current system they didn't bring the Sugar Bowl onto ESPN until there were 3 minutes left in the first quarter.
