I think Sam Bradford has been perhaps the Platonic ideal of "decent QB who can't get you over the hump." Just what you want from the top pick!

Past performance tells us a lot of the people who make these draft-day decisions are pretty mediocre at it.

The Browns long to be mediocre at this.

If by mediocre you mean they have .500 records, that's only the successful ones. Bill Belichick has whiffed on more than one entire draft class. Of course, he's had some good ones, too. Some teams seem to be consistently worse at drafting than others, which is odd because this also means they have a lot of coaching and front office changes. It's a difficult thing to do, one reason why it's so popular with fans.

    Sam Bradford
    Landry Jones
    Jack Jacobs
    Eddie Crowder
    Charley Sarratt
    Josh Heupel

That's the list of Oklahoma quarterbacks who have been selected at any point in the NFL draft in its 81-year history. Other than Bradford, who has been serviceable, the most decorated of the bunch was Jack Jacobs. He started 23 games for three teams over six seasons in the 1940s.
Not counting Aikman, Oklahoma went 61 years without one of its quarterbacks starting an NFL game.

The 20 or so years Oklahoma and a lot of other college teams went to the Wishbone affects these stats.

True. And they obviously produced a hell of a lot of great players at other positions like running back and offensive line during those decades. But they are not a quarterback factory by any means, and continue not to be even in an era where the Big 12 has done a 180-degree turn from the wishbone days.

ETA: It's more of an oddity to me than anything, to be honest. As great a program as Oklahoma has been for the better part of 70 years, it's stunning that they didn't at least put a few journeyman starters into the NFL or have some teams take late-round flyers on some of their QBs back in the days when there were 12 rounds in the draft.
