Maybe the stall is to try to get him to accept a kind of "special assistant to Jerry Jones" kind of job, instead of just letting him walk and become a head coach with another team?

Regional scouting director for the Dallas Cowboys.
It's not like he has a future head-coaching another NFL team.

It's not so much the Cowboys would ever lose Garrett to another team, but if I were a prospective new coach, I sure as hell wouldn't want an obvious teacher's pet hanging around the building. I'd be very leery of applying, let alone accepting the gig.

I got the perfect job for Garrett.

It's the NFL, so maybe at some point. Eric Mangini got two head coaching stints, didn't he? Ultimately, it's usually just about talking a good game to a geriatric white dude to hire you.

I figured when Aikman ripped Garrett on air, he was done.

Always thought it kind of creepy that Jones was so high on a guy that was a younger, better looking version of himself.

Well, Butchie made a mess of the Browns. Of course, he made such a mess in Chapel Hill that the Browns' mess looked like a spill in Aisle 5 by comparison ...
