I think you keep them out of the title picture for a while and just have them causing mayhem. Eventually have them harassing Zayne for the IC title, but when Howdy beats him for it, just have him leave it in the ring. Then they come out the next night and say they aren't there for meaningless titles; they're there to kill our heroes and show us all that we worship is ephemeral nonsense and that Howdy is there to show us the way like Bray did before. At some point, maybe have them do the same thing with other titles, or have them take the tag titles and hold them. But I think they can get a lot of mileage out of them without ever putting belts on them.
