    Oh, got ya. I researched Lori Judith Grimes and accidentally read a bunch of spoilers, so spike is on my holiday shit and hit list.

    Better close your chimney flue this year, big guy.

    I was thinking about this too, almost posted something, then sort of figured it out. In his motives on this issue, he and Rick aren't that far apart.

    The Governor doesn't totally believe that there's only 10 people in Rick's group, because he doesn't think that small a group could clear out the prison. He believes it's much larger, possibly military, possibly just badass dudes, and might be a serious threat to Woodbury. Therefore, he sends the scouting party to find out what he's dealing with. It's no different than the way Rick has dealt with threats -- suspicion, violence if necessary, do what he has to do to protect his people.
    The prison, like Rick said when they found it, is a "gold mine" for supplies. If it's wide open, it's an easy source. Until now, however, it hasn't been worth the risk to the Governor or his people to travel there and clear it of walkers. Since most of that risk has been removed, it's worth revisiting.
    The Governor would have no problems killing whoever gets in his way, but it's not his primary intent at the moment. Right now, he just wants to scout it and possibly loot it. That'll change next episode, however, once Rick's raiding party hits Woodbury. After blood is spilled, it's no longer about supplies. It's a war.

    Part of me wonders if it will be a straight-out war. Will the Governor try to woo Rick's group? My guess is he's already ended that possibility with what he allowed Merle to do to Glenn.

    Yeah, though that's not visual. The instant the group sees Glenn, any possible trust in the Governor will be destroyed.

    Seeing as how Rick and Co. are skulking around the walls and about to go in shooting, I don't see the Governor being able to work his charm in any way, shape or form.

    What?

    The person watching Carol was the inmate who attacked Rick in the boiler room. Merle had no idea the group was at the prison before this past episode.
