I think they're talking two different things here. Bree seems to be addressing the wider net of art, the gatekeepers, etc. He seems to just be talking about voting for the best in a category, that their gender or race shouldn't be a factor in the recognition.

Yes, Little Women was good, but it wasn't "Best Picture" nomination good. The film is a fifth- generation remake with a little bit of Greta Gerwig flair, but that doesn't make it the best movie of the year, over, say, 1917, Once Upon a Time... Or Parasite.
