I've got no problem saying incompetence. So why the need for all the coverups?

Wonder if the brothers' mom is among the half-dozen female persons of interest with regard to this development?

The DNA also could be from a female victim.

He probably was some guy who went out and had a few pops on a Thursday night, maybe even a teacher on a rare weeknight out because it was school vacation week in the Boston area -- some schmo who would prefer to remain anonymous.

Speaking Monday about the DNA discovery, the U.S. officials cautioned that there could be multiple explanations for why genetic material from someone other than the two bombing suspects—Tamerlan Tsarnaev and his younger brother, Dzhokhar—could have been found on remnants of the exploded devices. It could have come, for example, from a store clerk who handled materials used in the bombs or a stray hair that ended up in the bomb.

Ron Paul- "manhunt scarier than attack"

    http://www.washingtontimes.com/news/2013/apr/29/ron-paul-police-manhunt-boston-marathon-bombing-su/

Mr. Paul reminded the surviving suspect, 19-year-old Dzhokhar Tsarnaev, was ultimately discovered by a civilian, and not due to police crackdown, Politico reported.

“He was discovered by a private citizen, who then placed a call to the police,” he said. “And he was identified not by government surveillance cameras, but by private citizens who willingly shared their photographs with the police.”
