Free parking? Not in this 'monopoly'

    At my first university, enrollment growth made an already difficult parking environment well-nigh impossible, so they decided to build a parking garage. The plan was for a big source of funds for the garage -- well, interest on the bonds -- to be redirected parking fines. That plan blew up, however, when the local public library discovered that, by state law (maybe even the state constitution), it was entitled to all fines levied by the university. They got it built, but there was a good bit of legislative maneuvering required.
