A non sequitur of grand proportions.

 

Perhaps the drop has more to do with a higher percentage african americans being in jail now than in 1976.

In 1980 there were 143,000 blacks in jail. In 2000 there were 750,000 much due to the Clinton war on drugs campaign. A 5% drop in homicides could easily be attributed to the idea that a lot of bad people are now off the streets. Its a very troubling stat when your realize that there are now more blacks in jail than in a 4 year college.

Also troubling is the stat that tells us that homocides commited by blacks 18- 24 have gone up which would clearly point to the hip hop generation.
