My guess is because he came in somewhere near the beginning or middle of the parade. Most parades have staging areas and if they had a police squad bringing up the rear, the rear wasn't passing through when he did. And you can't line everyone up in a straight line at the start because doing so takes up too much room. And the guy did plow through a police barricade. A parade in my town closes the streets for the day and have barricades and traffic only resumes after the barricades are lifted. That is probably what was going on here.

Based on that article, my original question still stands. There was nothing stopping any vehicle from making a right-hand turn onto the parade route. There was a stopped police car and a barricade preventing traffic from going down the parade route at that intersection. Since he didn't hit anyone until a few minutes later, I have to assume the staging area had emptied and the entire parade was on the route.

 

A better response to COVID might have gotten it more under control before these variants could develop, but at least in this country, we had President Trump actively working against any such response. Of course, his cult won't hear of such logic and reason being applied to the situation.

 

And deservedly so.
