    Not that I think Kemp's action is a good idea, but I don't think that's what the WH guidelines say (Opening Up America Again | The White House), especially not that there have to be 14 consecutive days of decline. Looks to me like there either have to be fewer new cases now than there were 14 days ago (which is not the case in GA), OR the ratio of positive tests to total tests has to be lower than it was 14 days ago (which looks like is the case). I don't think the latter condition makes sense, because if you expand testing, you'll probably test more people who are less likely to be sick and have a lower positive-to-total ratio even if the situation isn't improving. One of the other conditions is having a robust testing program for at-risk health care workers, which I doubt is in place.

    Even if you want to open some businesses, this list seems strange. I can see how if you really take precautions, you can make barber shops a little less risky - test the heck out of the barbers (which of course assumes you have tests), masks on the barbers and customers, one customer every other chair, clean everything after every customer, etc. I'm still not going for another month or more, but it seems at least remotely plausible. But theaters? There's just no way.

    What also scares me is that people will take this as license to ease off on voluntary social distancing.

    If I worked at one of those businesses in Georgia, I would think the Governor is using me as bait.

    They'll have people sit with empty seats between them, maybe two seats. I can't imagine the movies being overrun with people just yet.

    I can, maybe not in the first week, but if cases don't dramatically spike during that time (and they wouldn't that quickly), lots of teenagers think they're invincible and are going to want to go out. A movie's 90 minutes or more, two hours with previews. Even if they only let in 1/3 of capacity, with that many people all breathing the same air, it would be really easy for one person to infect a lot of others. Also, people aren't all going to keep their distance, especially once the movie starts.

    Arkansas Governor Hutchinson showed a graphic today that claimed the state was one of the national leaders in pet capita testing. Except the math was wrong. The only way it worked is if Arkansas had 317,000 residents instead of 3.17 million. The kicker? The White House provided the graphic.
