The problem with this half or quarter capacity rules, which are a good faith attempt to thread the reopening needle, is that if a store that's not like Nordstrom's or any restaurant reopens, they'll have the same fixed expenses as before with 25 or 50 percent of the revenue. They won't be eligible for the PPP program. Their landlords can and mostly will force them to reopen if it's legal to do so (it's written into almost all commercial leases). So they'll go broke pretty quickly.

 

What could possibly go wrong?
