Why not? They have been willing to take chances on troubled guys before and seem to be able to get them to perform. He gives them a big target with the ability to make plays down the field.

It leaves me wondering why the Steelers didn't sign him. Maybe they tried and the Patriots made the better offer. The Steelers are hurting at receiver and they certainly aren't afraid to play guys who have done bad things in key roles. Roethlisberger, Harrison and Bell prove that.
