Texas is and always will be a Cowboys state. The draw for the Texans comes from a 12-county area in the Houston metro. Granted, that's probably 8 to 10 million people, but the Oilers in their heyday had a much broader statewide fanbase. If the Texans start winning Super Bowls or even appearing in them, allegiances will shift rapidly.
