Absolutely. At the same time, half the stadium was for sale Monday morning, before the wind. Successful franchises don't have this issue.
Pink/red is secondary market. The blue you see is Rams tickets still unsold. Nobody is going to make a buck on this game. I am a season ticket holder going out of town this weekend, and I lost money on my tickets in resale.

Depends on what you mean by 'an issue'. My guesstimate is that attendance is about 99% for the year, and its been about that since they have been in Sofi. That is just me eyeballing the stadium during home games. The problem is the incredible swath of opposing fans in so many games. 49ers, Eagles, Raiders this year. The only true "home game" we usually have is the Cardinals game. The Cards game two weeks ago was shocking in that when you walked in to sofi, you didn't overwhelmingly didn't see jerseys of the opposing jerseys.
Judging from the Rams groups I see (and if you talk to ticket brokers in LA), Mondays do negatively effect attendance. But I don't think its a matter of home fans thinking the Rams can't beat the Vikings. The Rams already beat the Vikings at Sofi this year, and the team won 9 of 11 coming down the stretch to win the division.
