    I think Miller (and Finley) realized that, with everyone a free agent and the mega-salaries not materializing except for the true superstars, most players would not consistently jump teams and uproot their families every 2-3 years. If you're happy someplace, you're likely to stay there with a fair salary. Salaries would have risen, but not as quickly.
