That is definitely a factor at this point.

Our formula is locked up, and we've had limits of five per customer, and we're getting shipments as regularly as we usually do. But now, people are buying them out as soon as we get them, and trying to order online, thinking that will get them around the limits. And, unfortunately, they have been right about that so far. (I will be bringing this up with higher-ups, so that we can get the limits enforced with online orders). They tend not to be enforced as much with online orders just because stores are SO focused on fulfillment metrics (filling orders, as ordered) that personal shoppers are just doing that, and ignoring limits, even if a customer is clearly collecting/hoarding/buying to re-sell.

We need to start treating formula the way we did COVID-19 tests, and just cancel excessive over-orders until they get the message.
