In a cursory search, it seems there is some question whether images generated by a state or local agency carries a copyright unlike the feds which becomes public domain. It will be up to the county to enforce the copyright if it exists. But it isn’t clear if it does.

“Sane” isn’t the first word that comes to mind. Maybe “draconian.” Like locking a thousand people inside a hospital for a month when a cluster of a dozen or two was discovered.

If you’re talking about the United States, there were like 30 cases of SARS here, total. Because it didn’t spread among humans nearly as efficiently. Think of it like seasonal flu vs. bird flu. Bird flu is much more severe, but doesn’t spread from person to person easily — if it ever learns how, we’re fucked.

COVID killed more people every day for two years than were infected with SARS, period. There is literally no comparison to be made.
