Its usually a nice consolation prize for a former political rival you have vanquished, or an ally who has supported you. I think a few governors will have landing pads when their terms are up, perhaps a defeated Senate candidate. In the Harris side at least. Keep Blinken on as long as he chooses. The prisoner swap he negotiated will become a college seminar by itself. Trump will appoint acting Secretaries for the duration of his term so they won't go through Senate confirmation, not sure he can count on all the GOP Senators to support his nominees even if they have the majority.
