If you do a Google Image Search for "President Reagan," less than 1% will show Reagan personally interacting with any person of color.

At one point about a decade ago, it was necessary to scroll through over 1000 images to find one showing Reagan personally interacting with a POC.

 

I haven't read the Post article, but on the first one ("completely denied"), maybe there was a possibility of Kushner getting a security clearance at the confidential or secret level but not for any of the more highly classified things like intel community products, but he was denied even a lower-level clearance? For the second ("personally overrode"), maybe the idea was to distinguish between Trump signing off on an override document that was put in front of him and his actively weighing in with someone to make it happen?
