In a more perfectly fucked-up society (when Skynet takes over), all people age 12 and older will be put on birth control medication and strictly monitored, and adults wishing to have children will have to apply for the privilege and the pregnancy drugs. Of course, that would drop the birth rate drastically, reducing the taxpayer ranks, so then the government will add the Forced Procreation policy, with quotas and super-fertility drugs for selected couples. (Hetero Republicans only, please.)

But, anyway, until those happy days arrive ...
