    It's always bugged me that this soldiers are still fighting under this law, which hasn't gotten a second look - or been reauthorized - since a week after 9/11.

    The way it is written - referring to the President as "he" - makes me think Congress didn't expect it to last beyond one Presidency.

    Congress was and still is more than happy to abandon its constitutional duty regarding war because avoidance of responsibility is considered, not wrongly, the surest path to perpetual re-election.

    The three states that didn't sign on? Alabama, Arkansas and Texas. All heavily Trumpist and contemptuous of education.

    "Anyone associated with the 1994 Crime Bill will not have a chance of being elected. In particular, African Americans will not be ble to vote for you. I, on the other hand, was responsible for Criminal Justice Reform, which had tremendous support, and helped fix the bad 1994 Bill!"

    Spelling mistake is his.
