I simply understand the issue with AOC's use of the phrase.

NOAA - "Mr. President, we predict an average Atlantic Hurricane season with six named storms and..." (Trump cuts him off)
Fat Nixon - "Is a hurricane going to hit Mar-a-Lago?"
NOAA - "There is no current tropical storm activity."
Fat Nixon - "OK. Good. We're done here."
NOAA - "But Mr. President, we need to prepare the people along Atlantic and Gulf coasts by giving them an official projection."
Fat Nixon - "I don't care about that. You know what, I'm going to have FEMA cut me a check for Mar-a-Lago just in case."
