    Thanks. It looks my interpretation wasn't correct and that this applies to children whose U.S. citizen parents haven't resided in the U.S. long enough to transmit citizenship by birth (but it doesn't apply to all children born abroad of all U.S. citizen military/gov't employee parents, which the original tweet suggested).

    The "leave taken in the U.S." part means that time spent by the parents on leave in the U.S. doesn't count towards the (5?) years of residency in the U.S. that the parents need in order to be able to transmist citizenship by birth.

    For what it's worth, minor children of U.S. citizens will get citizenship (well, first legal permanent resident status, then citizenship) pretty much automatically if their parents petition for it unless the children are ineligible for one of several reasons like having been convicted for certain crimes of moral turpitude or having made terroristic threats or things like that. When I was adjudicating immigrant visa applications many years ago, approving petitions for minor children of citizens was almost automatic unless we suspected fraud by the citizen petitioning for the child, such as the citizen not really being a citizen or the child not really being the citizen's child. That sort of thing shouldn't be an issue for the kinds of application this change will generate.
