The ultimate "jury" was always going to be public opinion. Getting "too far ahead" of the public would likely have turned people against it (see the Republican impeachment of Clinton). I always figured the way to do this was to leave as much baggage at the Senate door and then let them deal with it as they choose and deal with the consequences.

Funny story about working dogs:
A couple of years ago, my local cops were chasing down some pillbilly, and the dude crawled under a trailer.
"Come out."
"I'm not coming out."
"OK, we're sending in the dog." bark, bark... growl, etc.
"No! keep that dog back. I'm coming out. I give up."

They didn't even had a dog. It was one of the cops barking.
