The thing about that report (I read a decent portion of the leaked report that the AP linked) is that these states that are reopening are skipping Phase 1 and going straight to Phase 2. Not great.

Should have said some states, not all of them. The phase 1 still has dining rooms and bars closed in the CDC recommendations. Georgia went straight to opening restaurants with limited seating, which is a phase 2 rec.
