We do, but normally only to our tight allies, in limited numbers, as part of a larger diplomatic deal. We can also control the avionics and electronic war packages included. That's why I made the crack about graft, because this is both a bit unusual and sudden. I don't claim any great knowledge of that sort of procurement process, but having watched this administration I can't help but suspect that Jared or someone of that sort brokered the deal and that there were some sort of under the table negotiations/incentives involved.
