It’s governed by a board consisting of the Sergeant at Arms of the House, the Sergeant at Arms of the Senate, the Architect of the Capitol (the federal agency that’s responsible for maintenance, operation and development of the US Capitol and other Congressional buildings), and the chief of the Capitol Police as an ex officio non-voting member.
