Justice Kennedy will be along shortly with a three-part formula for determining what is and is not unconstitutional, a formula that will, ultimately, be a wordy version of "I know it when I see it."

 

This has 5-4 written all over it. Redistricting is a joke on both sides and it shouldn't be. I like California's solution of having a panel apart from the legislature draw the map. It isn't perfect but there's a whole helluva lot fewer districts that look like a child's scribbles.

I'm not holding my breath that the Wisconsin districts will be thrown out.

 

If only we were all as enlightened and as smart as you.
