(Reuters) - The World Bank on Saturday launched a public-private loan programme to support women entrepreneurs in developing countries, an initiative championed by U.S. President Donald Trump's daughter Ivanka Trump.

Initial funding of $325 million for the project includes large donations from Germany, the United States, Saudi Arabia and the United Arab Emirates, the bank said.

"This is going to be what we hope will be a multibillion dollar fund to support women entrepreneurs," World Bank President Jim Yong Kim said.

The programme will work with governments "to improve laws and regulations that are stifling women entrepreneurs," pushing financial institutions to provide equity to the companies they create, the bank said.

Ivanka Trump, who does not have any meaningful foreign policy or diplomatic experience, briefly took over for her father at a table of world leaders at the G-20 summit — essentially stepping in as a head of state.

President Donald Trump’s daughter — an official White House employee who has taken on an outsized role in the Trump administration despite ethical questions about possibly violating nepotism laws — slipped into his seat during a working session on “Partnership with Africa, Migration and Health.” The president had left the room to conduct one-on-one meetings.

A photo of the working session posted to Twitter by a Russian official in attendance shows the first daughter seated near British Prime Minister Theresa May, Chinese President Xi Jinping, and Russian President Vladimir Putin. The official who posted the photo later deleted her tweet.

The White House has confirmed that Ivanka Trump sat in for the president at the world leaders’ table during part of the session. “Ivanka was sitting in the back and then briefly joined the main table when the president had to step out,” a White House official told CBS News.

It’s not unusual for a head of state to step out and bring in someone else to replace them at the G-20 leaders’ table. But it is unusual for that stand-in to be one of their children. The replacement is typically a government minister.

The Russians telegraphed in advance of the meeting that their agenda was to 1) publicly mend the relationship, 2) gain a better understanding of US policy, and 3) discuss joint concerns over terrorism. They scored on all three.

Their previewing kept expectations low and made clear that there simply would not be enough time to talk about Ukraine.

And how did the United States preview the meeting and set the table for the most important diplomatic engagement this summer?

Just yesterday, President Donald Trump questioned the validity of American intelligence on foreign soil and then questioned whether other countries or actors were involved in the hacking.

But before that, H.R. McMaster, the President's national security adviser, previewed the meeting with President Putin by saying there was "no specific agenda -- it's really going to be whatever the President wants to talk about."

The problem is that the expectation-setting and previewing of important diplomatic meetings does more than just fill wire reports and cable air time. It sends the message about what the United States expects to accomplish, how prepared we are for the engagement and also puts the difficult topics on the table that are the core purpose of these meetings.
