    But seriously, what was he going to say in persuading anybody beyond, "I need a win." ? He's not exactly a policy wonk.

    Bureaucrats are NOT elected. That's baked right into the definition of the word.

    That being said, "bureaucracy" is not a dirty word all the time. A large health-care system needs administrative support. And it's complicated, as everyone except our president knows already.

    Freedom from red tape isn't a Constitutional right. And, in the medical world, the red tape doesn't often exist for no reason.

    A country of 330 million people can't exist without complex institutional structures in both government and the private sector. It's just an impossibility.

    Red tape by definition is excessive bureaucracy or adherence to rules and formalities. There is a reason for it, as there are reasons for most things that exist. ... but it exists for the benefit of the bureaucracy and nothing else. And it works to the detriment of anyone who is forced to deal with that bureaucracy -- which in the case of government bureaucracies, are people who have had some aspect of their life put under the control of an administrator whose goals and wants and needs aren't necessarily aligned with the people who fall under the bureaucracy.

    Government bureaucracies are insidious. Politicians promise things they can't deliver -- promising puppy dogs and rainbows to people who never learn is what gets you elected. The bureaucracies form in the wake of the schemes they come up with, and take on lives of their own. The motivation of the bureaucracy is to maintain whatever the "problem" is, not the opposite. Because the problem is the basis of the bureaucracy's power, privileges and security. It's why the war on poverty, the war on drugs, government takeover of our healthcare markets has made those problems huge. ... which the bureaucracies then use as justification to become even bigger and even more bureaucratic. That is the nature of a bureaucracy, which is the enemy of a democracy and freedom. Once they become entrenched, those bureaucracies use crisis (or perceived crisis) to increase their power and control and to grow bigger. It justifies their existence.

    Once they entrench themselves, you see the same playbook over and over again, including what has happened in the wake of the ACA. They create a never-ending, ever-growing crisis to justify their existence, they constantly force 11th hour decisions and threaten the loss of options and opportunities if you dare think about dismantling the bureaucracy. They pretend to be open, but they control the release of info. They hand out goodies and benefits and entitlements to special interests, to help entrench themselves. Those entitlements exacerbate the "problem," which is all good, because the problem is the reason for the bureaucracy. They play a PR game, in which the bureaucracy is taking care of the universal need to help people, and they demonize anyone who tries to point out reality.
