The fact is, he doesn't understand Washington, doesn't understand his role, and understanding Washington and understanding his role have value, it turns out.

 

Which is what, exactly? I'd love to hear it, because Trump sure as shit doesn't know what it is. And neither do Ryan or McConnell. If they did, they'd be doing something constructive. But nope. They have the full run of the place and they can't do anything substantive. Why is that?
