Because WRT the expulsion of diplomats there is NOTHING BAD he can say that makes sense. We expelled their guys 7 months ago. This is the LONG-expected response. Afterward each country will have some 450 diplomats in each other's country. What bad thing can you possibly say that is not needlessly insulting?
