Would much really change?

Red states wouldn't change their gun laws. Criminals would still import guns from states with loose gun laws. Someone like this guy, who obviously planned this out, would likely still acquire the guns he wanted.

And, unless you pair repeal of the Second Amendment with a ban on guns, and a plan to confiscate weapons, we'd still have tons of weapons out there.

 

Also, I'm not sure how those services fit your definition anyway. Are there infinite police patrols available? Infinite phone lines? I don't see how use of them is non-exclusionary.

 

Technically, you are right (so far) that he didn't have full auto. Realistically, they are correct that his rate of fire was equal to a full auto.
