    EDIT: He's also a New Yorker, and that might be what's at play here.

    I think he will say whatever strikes him at the moment and we can't judge what he does or doesn't want at any given time. The amateur sleuthing here as to his reasoning is quite funny.

    That's exactly right. He wants the people in the room with him to like him, so he'll say whatever gets him through that meeting.

    I am in about 80 percent in agreement with this, but I'd add that since he has so little actual knowledge of public policy, almost every actual policy suggested to him sounds like a good idea, even if the proposals are directly contradictory. So meetings go like the ones we saw today, and when he watches Fox and Friends, we get the angry tweets.
