    I'm not sure that Rosenstein is a bad guy on this. Marcy Wheeler's analysis of the letter authorizing Mueller's investigation of Manafort/Ukraine/money laundering shows both that he's not trying to tie Mueller's hands and makes it likely that Mueller has a drawer full of similar letters regarding each new thread of the investigation that he starts down.

    I believe Mueller also recently indicated the DoJ's tax and other divisions have signed off on aspects of the investigation, meaning if you fire Mueller the DoJ's still going to take the ball across the goal line.

    I suspect that Mueller has plans for continuing the investigation in the hands of a trusted deputy, as well as a stack of sealed indictments already completed.

    This doesn't mean much. It would be counterproductive to pursue criminal charges against someone who, according to most scholars, can't be prosecuted while in office.

    Special counsel Leon Jaworski believed a sitting President couldn't be indicted (it's why unindicted co-conspirator was invented, as his grand jury really wanted to indict Nixon). Special Counsel Ken Starr felt otherwise, and his office wrote a memo to that effect, but he decided a public report would suffice as it would be sure to get Clinton impeached and convicted. He was half right.
