Of course they want to be sure it is Lay's body. The Bushies don't want conspiracy theories dogging them -- if I were Alberto Gonzales, I would be putting extreme pressure on the local authorities to order a full autopsy. Once that autospy is done, it becomes public record. Newspapers (and tin-foil hatters) can go through it and it will make it that much harder for conspiracy theorists to create credible theories.
