    I disagree. It's sloppy writing and certainly not up to legal standards.

    Yes--the single conjunction is what was most persuasive to me, particularly in light of the fact the Maine legislative drafting manual discourages the use of the serial comma.

    I didn't say it wasn't sloppy writing. But even sloppy writing can have clear meaning. Grammatically, the meaning was clear.
