It doesn't, at least not in modern times.

The only peaceful unifications of independent countries in the last 100 years - not territories or other entities - has been between previously united countries that were split. Yemen, Germany, Vietnam (following war), etc.

The UAE was formed peacefully of independent entities, but none of the participants had full country status. Similar efforts have occurred in Africa.

It just doesn't happen on this scale. Trump is a moron.

Obviously not happening, but the HOR will need to be severely recalculated, which will screw things up for the recent Texas and Florida gains. Unless you increased the HOR from 435.
