Team A beat Team B 4-3 on penalties after drawing 1-1 in regulation. What's the right format to report this in the story?
Something like "1-1 (4-3)" or "4-3 (1-1)"?

This should help you out. Check Big Buckin agate monkey's post. That is the way you should do it.

I might not use the score in a hede if a match goes to penalties, but I would say who won or lost. If I had to include the score, I'd do 1-1 (4-3)

Example:
Hede: Terps lose out on penalties after 1-1 draw
In lede: "After 120 minutes of soccer only resulted in one goal each for Maryland and No. 8 Virginia Tech, the Terrapins lost after Virginia Tech outscored them 4-3 in penalty kicks."
