Question for current and former reporters here who cover(ed) local, state, federal government:

I am looking but having a hard time tracking down exact language for procurement requirements for Congressionally Directed Spending (earmarks).

I've read the grant agreement for a local earmark but it's vague regarding procurement requirements.

Any help is much appreciated.
 
Songbird - I'm a former reporter who is now a policy analyst for a county legislative body. We have a procurement ordinance that spells out all requirements. I'm not sure if there's one federal law that does the same, but it's worth looking into.

I have a copy of my county's 72-page procurement ordinance on my desk and refer to it almost every work day - thrilling stuff (not...), but it's part of the job.
