I think some of the commenters explained it well. Thor didn't need Mjolnir to use his powers. However, the spell on the hammer granted whoever could wield it the powers of Thor.
So Thor didn't need Mjolnir to use the lightning, but whoever else was able to use Mjolnir could also use the lightning since they had Thor's powers.
Rule of Cool.That works. I just thought it was interesting that the guys making the movie didn't bother to think about it. They just knew they had a great idea and wanted to use it in the movie, explanations be damned.
