Transporter plates are used by the transportation industry to transport unregistered vehicles from one point to another (usually from the manufacturer to a dealer lot). These plates may be moved from vehicle to vehicle.

The one I saw was driving in Maryland like an asshole.
 
My personal list:

• Hawkeye Pierce (MASH): I still quote him often. Very often.
• Jed Bartlet (The West Wing): Still wish he had actually served as POTUS.
• DCS Christopher Foyle (Foyle's War): Michael Kitchens did so much with just a *look.*
• Jethro Gibbs (NCIS): Flawed hero. A stoic one. Great character.
• Thomas Magnum (original Magnum PI): Action hero with a helluva toe-in-the-samd sense of humor.
• Frank Reagan (Blue Bloods): The perfect "top cop."
