He had three great fights with Vinny Paz, beat Hector Camacho Sr. and Ray Mancini.

He's probably best known for fighting Julio Cesar Chavez in front of a record crowd at Azteca Stadium and talking ship before the fight.
 
A solid fighter and one tough hombre who always gave you your money's worth in the ring. Also beat Jimmy Paul in addition to the guys you mentioned and fought pretty much every significant fighter at that weight clash.

And while his comment that Chavez had fought nothing but "Tijuana cab drivers" was one that had been tossed around before it probably wasn't the wisest strategy heading into that fight. As I recall the promoter also refused to provide him with a police escort so he could get to the venue in a timely manner and he was stuck battling traffic.
 
Haugen had a pretty good career as a top-level opponent for a lot of the stars in that era. Wasn't a bad place to be and he was always capable of pulling off the upset.
