UCLA never seems to be terrible - never seems to be in the top tier. The stadium is a big part of it. I also think with both Cal and UCLA you are seeing fewer and fewer students who graduate from the school with deep passion for the school's sports teams. Fewer donor dollars. I think Oregon benefits greatly from not having no pro-teams to compete against for those who didn't go there. All three schools have ramped up the out of state student populations.
