You're right, it's weird. The pet peeve that is.
Mississippi State used to do a clever thing where it had every county in the state listed just beyond the out of bounds line wrapping around the court. Helps to have enough to fill the space I suppose (82 counties).
That's one thing and probably a case by case deal for private schools. But if you are a taxpayer-funded joint you have just as much right to it as the "U. of" school. Heck for folks like Kennesaw State, that outline of Georgia is probably necessary branding so folks know where the heck the Mighty Owls are even from.
This was the logo at the Stokley Center forever and a day. I think it may have even carried over to the early years of Thompson-Boling Arena.Tennessee, for example, should never try it.
The Iowa state outline will never be seen on the floor of Carver-Hawkeye Arena. No one living in Iowa City wants to remember that the rest of the state exists! The Big Ten mostly avoids the state outlines. Indiana has long had their logo inside an outline of the state at ashembly Hall. Illinois has the state outline, I think, or they have. Ohio State too? Nebraska used to, but I think they got rid of it for this season.
Some states' shapes don't lend themselves to it. An elongated state can be problematic to aesthetically fit on a court. It's either too small when shrunk or too long. Tennessee, for example, should never try it.

Georgia, with 300-plus counties, couldn't do that. You're right, it's weird. The pet peeve that is.
